Also, the word "notarization" merely means to have ones signature Notarized by a Notary Public and have an official seal placed on the signed doc to insure that the person signing it is in fact whom they claim to be (I know this because I am a Notary Public, and Notarize documents all the time for a fee of $20,00). Since I'll not be there in the UK to sign any docs in front of a Notary Public, I fail to see how anything there can be legally "Notarized".

I'm so sorry, I'm a little confused (or you are). I've sent packages to London previously using DHL, and the cost was a mere $40,00 USD. Your only sending a check and some paperwork for Christ Sake, not some giant heavy package.
To tell me the cost of a single package is over $1000 USD is absurd. None of the charges you have itemized are legitimate delivery charges. There is no fuel sur-charge, and insurance is always optional.

As you can see this scam is run by a Scammer that doesn't even have the funds to provide copy's of a fake winners check.
These emails were forwarded to DHLs fraud prevention unit, and it appears to be a common scheme.
DHL's own site reports that it's common for scammers to request money for shipping from internet users who have made recent online purchases. So beware. DHL FRAUD ALERT
