I am Mrs. Rose David from Kuwait. I am married to late Mr. Richard David, who worked with Kuwait Embassy in Ivory Coast for Twenty-Six years before he died in the year 2004,after a brief illness that lasted for only five days.
We were married for Eighteen years with a daughter (Hannah) who later died in a motor accident. Before the untimely death of my husband, we were both born again Christians. Since after his death I decided not to remarry or get a child outside my matrimonial home, which the Bible is against.
When my late husband was alive he deposited the sum of (US$6.5M)(six Million, Five hundred Thousand United States Dollar) in a General Trust Account with a prime bank in Abidjan Cote d'Ivoire.
Presently, this money is still with the bank. Recently, following my ill health, my Doctor told me that I may not last for the next eight months due to my cancer problem. The one that disturbs me most is my stroke sickness.
Having known my condition I decided to donate this fund to a Christian organization (Church) that will utilize this money the way I am going to instruct herein, according to the desire of my late husband before his death. I want this fund to be used in Christian Activities like, Orphanages, Christian schools, and Churches for propagating the word of God and to endeavor that the house of God is maintained.
The Bible made us to understand that "Blessed is the hand that giveth". I took this decision because I don't have any child that will inherit this money and my husband relatives are not Christians and I don't want my husband's efforts to be used by unbelievers. I don't want a situation where this money will be used in an ungodly way.
This is why I am taking this decision. I am not afraid of death hence I know where I am going. I know that I am going to be in the bosom of the Lord. Exodus 14 VS 14 says that "the lord will fight my case and I shall hold my peace".
I don't need any telephone communication in this regard because of my health hence the presence of my husband's relatives around me always. I don't want them to know about this development. With God all things are possible.
As soon as I receive your reply I shall give you the contact of the bank in Abidjan. I will also issue you the documents that will prove you the present beneficiary of this fund. I want you and the Church to always pray for me because the lord is my shepherd. My happiness is that I lived a life of a worthy Christian. I spent much time at the bank today discussing our arrangement, and I can indeed withdraw the Church funds to assist in this matter. There is one slight problem though, as a priest I draw no salary, and have no personal possessions. This is mandated by my religion. Because the Church funds are in the form of Treasury Bonds, I cannot cash in the bonds without paying a penalty in advance. The bank is insisting that I pay a $250.00 fee upfront prior to them processing the bonds and converting them to cash. I have no living relatives to ask for a loan, so I will need you to possibly allow me to pay you upon receipt of the funds from Sister Rose.

From the explanation of the bank director as I went for verification, he said that the account is dormant (block) that they can not have assets to the money in the account and that is why the account has to be legalizing from the ministry of Finance, so that the account will be free for them to effect the transfer.
Yes I do understand that part quite well Mr. Bally, the issue is that I cannot get the funds released from my the Church bank, with also paying in advance, and I have no money or assets, as no priest does. In August the Diocese will be visiting our church and I can see if he will release the $250.00 from the Church's petty cash fund so that I can pay the bank to process the bonds that they hold on our behalf and convert them to cash. He is the only person authorized to release petty cash to anyone.
So I'm afraid this will all have to wait until August my friend, Ms. Rose never mentioned that I would need to pay out thousands of dollars to receive these funds, if she had, I would have explained the process then.
Oh, okay. I'm still a bit confused as to what happened to Sister Rose. She seems to have vanished. After speaking with the good Diocese about this matter, he has made one stipulation for the churches money being used. He has insisted that I request and obtain some form of a valid ID from the person to receive the funds at Western Union. He's not comfortable with me just sending thousands of dollars to someone that has contacted me via email and I have never met before. As an attorney, I'm sure you have a Bar Association membership card, and a passport.
